To enable USB selective suspend, simply toggle on USB battery saver.
Uncheck the box next to Allow the computer to turn off this gear to save power.

Heres how to disable USB selective suspend using Power Options:
OpenControl Panelby going to Run > control.
Click onChange plan settingsbeside your currently enabled power plan.
Click onChange advanced power controls.
Under USB controls, click onUSB selective suspend setting.
SelectDisabledfrom the drop-down menus for both On battery and Plugged in controls.
ClickOKto apply the tweaks.
pop in in the following command and press Enter:
